- 정작 외신들은 문대통령 중재 노력 높이 사…카르텔 형성된 것 아닌가
나경원 자유한국당 원내대표가 12일 교섭단체 대표 연설에서 “더 이상 대한민국 대통령이 김정은 수석대변인이라는 낯 뜨거운 이야기를 듣지 않도록 해주십시오”라고 말해 논란이 일고 있는 가운데 정작 나경원 대표가 인용한 외신인 블룸버그 통신의 기사에는 기사를 쓴 기자 외에 그 누구도 ‘문재인 대통령이 김정은 위원장의 수석대변인’이라는 내용의 발언이 없어 기사의 작성 의도에 대한 의문이 들고 있다.
나 대표가 국회에서 문제의 발언을 한 뒤 본 뉴스프로는 블룸버그의 기사를 찾아 전문을 긴급 번역한 결과 기사 내용 어디에도 문대통령이 김위원장의 수석대변인이라는 발언을 한 출처를 찾아 볼 수 없었다.
오히려 이 기사가 내용에도 출처가 전혀 없는 ‘문대통령은 김정은 위원장의 수석대변인’이라는 제목을 의도적으로 박아 놓고 기사를 작성한 것이 아닌가 하는 의문을 품지 않을 수 없는 기사로 보였다.
이 기사는 이유경 기자가 쓴 것으로 블룸버그에 2018년 9월 26일에 실린 ‘South Korea’s Moon Becomes Kim Jong Un’s Top Spokesman at UN- 문재인 한국 대통령 유엔에서 김정은의 대변인이 되다.’라는 기사다.
이유경 기자는 제목에서부터 문재인 대통령이 김정은의 대변인이 되었다고 정의했다. 그리고 기사 서두에 ‘이번 주 뉴욕에서의 유엔총회에 김정은 위원장이 참석하지는 않았지만 그에게는 자신을 칭찬하며 사실상 대변인 역할을 하는 사람이 있다. 한국의 문재인 대통령이다.’라고 언급하며 기사를 시작했다.
그러면서 문 대통령이 김정은 위원장의 대변인 활동을 했다고 기자 본인이 생각하는 문 대통령의 활동을 끼어 맞추기 시작한다.
이유경 기자가 기사에서 든 문재인 대통령의 김위원장 대변인 역할을 한 활동들은 ▲올해 김 위원장과 세 차례 정상회담을 가진 문 대통령은 연설과 TV 출연에서 독재자 김정은을 자신의 국민들에게 경제적 번영을 가져오기를 원하는 정상적인 세계 지도자로 묘사한 것 ▲ 문 대통령은 지난 1월 연두교서에서 트럼프 대통령이 북한을 ‘잔혹한 독재국가’라고 부르게끔 만든 만행에 대해서는 언급하지 않은 것 ▲문 대통령은 이날 외교협회에 참석자들에게 “여러분들도 TV를 통해 보셨겠지만, 내가 경험한 바에 의하면, 김정은은 젊고 매우 솔직하고 예의 바르며 나이든 사람들을 공손하게 대우한다”고 말하며. “나는 김정은 위원장이 진정성이 있고 경제개발의 대가로 핵을 포기할 것으로 믿는다”고 한 것이라며 이러한 것들이 문 대통령은 미국과 전 세계의 회의론자들을 상대로, 북한이 지난 수십 년간에 걸쳐 도발과 약속 불이행을 저질러 온 후 이제 핵무기 포기에 대해 진지하다는 것을 확신시키는 방안을 모색하고 있다고 말하고 있다.
그렇다면 한반도 평화를 위해 동분서주하며 미국과 북의 중재자 역할을 해 어찌하든 한반도에 평화의 봄이 오게 하려는 문대통령이 ▲김정은 위원장은 독재자다 ▲북한은 잔혹한 독재국가고 김정은은 만행을 저질렀다. ▲북한은 앞으로도 도발과 약속 불이행을 저지를 것이니 믿을 수 없다라고 말을 해야 한다는 것인가?
그렇게 말하지 않았다고 해서 문대통령이 김정은 위원장의 대변인 노릇을 했다고 말하는 것은 너무 억지스럽지 않은가? 문재인 대통령은 한반도 평화를 위하 자신의 파트너인 김정은 위원장과 그리고 또 다른 중요한 파트너인 트럼프 대통령과의 사이에서 당연히 할 일을 하고 있을 뿐이다. 그런데 그런 것이 김정은 위원장의 대변인 노릇을 하는 것으로 보인다면 차라리 한반도 평화를 깨고 냉전시대로 돌아가자고, 그래야 반공보수 세력과 미국의 네오콘들이 좋아한다고, 우리는 그렇게 가야 한다고 노골적으로 쓰는 것이 낫지 않을까 싶다.
이유경 기자의 이 기사에는 문 대통령에게 악의적인 의도를 가지고 쓰고 있다고 볼 수밖에 없는 문장이 계속해서 등장한다. 이유경 기자는 이 기사에서 문재인 대통령이 정치적으로 많은 위태로움에 처해 있다고 진단한다. 정상회담 때문에 지지율이 반등했다고 말한다. 그리 말하며 한국이 처해 있는 어려움이 박근혜와 적폐 세력 그리고 박근혜의 당이었던 자유한국당이 사사건건 반대하고 국회를 파행시키고 있어 혼란이 가중되고 있다고 절대 말하지 않는다.
이 기자는 문재인 대통령이 북의 비핵화 조치들에 대한 유엔 회원국들의 이해를 돕기 위한 활동(이것은 한반도 평화의 진전과 직결되어 있다)조차 ‘25일 토요일 북한 외무상이 유엔 연설을 앞두고 있는 가운데, 문 대통령은 벌써부터 북한을 지지하느라 바삐 움직이고 있다.’고 북한 지지활동으로 둔갑시키고 있다.
그러면서 이 기사는 스테판 노에르퍼 코리아소사이어티 정책 선임연구원을 등장 시킨다. 그런데 노에르퍼의 발언은 지금까지 이 기사가 전개해온 방향과 엉뚱하기만 하다. 기사를 보면 노에르퍼는 “나는 문 대통령이 김 위원장의 대변인이라기보다는 김 위원장과 트럼프 대통령 두 사람 모두가 합의를 해야 한다는 것을 알고 있는 지도자라고 생각한다”고 말하며, 문 대통령의 접근방식은 “타협한다는 비난을 불러일으킬 수도 있지만 실제로는 두 명의 초대형 인물의 자아를 효과적으로 관리하는 데 맞춰져 있다”고 했다. 즉 노에르퍼는 문재인 대통령을 김정은 위원장의 대변인으로 보는 것은 무리가 있다고 말하고 있는 것이다.
기사가 스스로 궁색해지는 순간이다. 한반도 평화를 위해 당사자들인 남과 북 그리고 미국의 지도자들이 서로 신뢰를 갖고 서로에 대한 이해를 넓혀 가는 것이 현재 중재자 역할을 자임하고 있는 문재인 대통령의 역할이라는 것은 전 세계가 다 알고 있는 사실이다. 그러한 기반 위에서 이루어지는 문재인 대통령의 한반도 평화를 위한 지지를 끌어내기 위한 활동을 김정은 위원장 대변인 역할이라고 말하는 것은 억지스러울 뿐 아니라 의도성을 가지고 있다고 볼 수밖에 없다.
이 기사 전체를 통해 이유경 기자의 의견 외에 그 누구도 문재인 대통령의 활동을 김정은 위원장 대변인 역할이라고 말하고 있지 않아 이러한 의견은 이유경 기자 혼자의 의견임을 알 수 있다. 이 기사의 신뢰성을 담보하기 위해서는 이 기자 말고 한반도 전문가나 관계자가 문 대통령이 김정은 위원장의 대변인 활동을 하고 있다는 멘트 정도는 등장해야 하는 것이 아닌가?
실제로 외신 번역을 위해 많은 외신을 살피는 뉴스프로는 이유경 기자의 기사 외에 문재인 대통령을 김정은 위원장의 대변인이라고 표현한 기사는 보지 못했다. 나경원의 발언이 문제가 되자 전희경 자유한국당 대변인은 “오늘 나 원내대표의 발언은 외신을 통해 익히 알려진 내용”이라고 말했는데 그렇게 말한 외신은 블룸버그 통신의 이유경 기자의 기사 외에는 없다. 외신이라고 힘을 주기에는 좀 부끄러운 부분이다.
이유경 기자는 하노이 회담이 결렬된 뒤 최근에 쓴 기사에서도 문재인 대통령의 북미 협상을 지속시키려는 노력을 문재인 대통령이 트럼프 행정부와 다른 목소리를 내고 있다고 갈등을 부추기는 기사를 내놓았다.
이유경 기자가 지난 3월 4일 쓴 ‘Moon Lauds North Korea’s Nuclear Offer, Splitting With Trump-문 대통령, 트럼프와 노선을 달리하며 북한의 핵 협상 제안을 높이 평가’라는 제목의 기사를 보면 제목에서부터 한미 갈등을 부추기려는 의도가 깔려 있음을 알 수 있다.
문재인 대통령이 하노이 북미 정상회담 결렬 후 어떻게 하든 북미 간의 협상의 끈을 이어가게 하려는 문재인 대통령의 노력과 발언들을 ‘트럼프와 노선을 달리하며 북한의 핵 협상 제안을 높이 평가’라고 제목에 박아 버린 것이다. 이 제목에서 아마도 이유경 기자가 강조하고 싶었던 것은 ‘트럼프와 노선을 달리’였는지도 모른다.
앞의 기사와 맥이 닿는 기사다. 김정은 위원장의 대변인인 문재인 대통령이 북미 회담 결렬 후 트럼프와 노선을 달리해 김정은 위원장을 치켜세우고 편들고 있다라고 말하고 싶은 의도가 역력하게 보인다.
그래서 이유경 기자는 단어도 문재인 대통령이 북의 조치를 ‘치켜세우며-praised’ 등의 단어를 사용해 문재인 대통령이 북의 편을 들고 있다고 느끼도록 의도적인 선택을 하기도 한다.
그리고 이러한 의도적인 기사 서두 부분을 지나가면 기사는 평범한 하노이 북미회담 결렬 후 진행되고 있는 남북미를 둘러싼 이야기에 지나지 않는다. 앞부분에 ‘문 대통령은 김정은 위원장의 대변인’, ‘트럼프와 노선을 달리하며 북한의 핵 협상 제안을 높이 평가’ 등으로 의도적인 의지를 박아 넣은 후 전개되는 기사가 그와는 별로 상관 없어 보이는 전개도 마찬가지로 같은 진행이다.
어디서 많이 보던 기사 진행이 아닌가? 이러한 기사 진행은 조선일보의 특징이기도 하다. 이쯤 되면 이유경 기자가 기사를 쓰는 의도를 의심하지 않을 수 없다. 이유경 기자는 한반도 평화를 위한 기사를 쓰는 것인가 아니면 문재인 대통령을 종북 내지는 반미 대통령으로 몰아가 한반도에서의 평화보다는 분단유지와 갈등이 지속되게 하고 싶은 것인가라고 묻지 않을 수 없다.
사실 두 기사의 제목은 대변인 ‘문재인 한국 대통령 유엔에서 김정은의 대변인이 되다.’ 보다는 ‘문재인 대통령 한반도 평화 위해 유엔 회원국 북 이해 돕기 총력’, ‘문 대통령, 트럼프와 노선을 달리하며 북한의 핵 협상 제안을 높이 평가’보다는 ‘문대통령 북미 협상 재개위해 다각도로 노력 기울여’가 맞지 않았을까?
북미 정상회담을 부정적으로 바라보는 대부분 외신들은, 특히 미국 언론들은 반트럼프 정서가 강해서이다. 트럼프가 싫은 것이다. 블룸버그의 기사처럼 문재인 대통령을 북 김정은 위원장 대변인이나, 트럼프와 노선을 달리하여 북의 편을 드는 그런 시각으로 바라보는 외신은 거의 없다. 어쩌면 이유경 기자가 유일한지도 모르겠다.
나아가 어떤 카르텔이 형성되고 있는 것이 아닌가하는 의구심도 든다. 이유경 기자가 기사를 쓰면 어김없이 조선일보가 받아서 확대재생산 하고 그걸 받아 자유한국당이 문재인 정권을 공격하는 소재로 쓰는 패턴을 보이고 있는 것이다.

While Kim Jong Un isn’t attending the United Nations General Assembly in New York this week, he had what amounted to a de facto spokesman singing his praises: South Korean President Moon Jae-in. In speeches and television appearances, Moon — who has held three summits this year with Kim — portrayed the North Korean autocrat as a normal world leader who wants to bring economic prosperity to his people. He made no mention of atrocities that prompted President Donald Trump to call North Korea a “cruel dictatorship” during his State of the Union address in January. “You must have watched on the TV, but based on what I experienced, Kim Jong Un is young, very candid and polite, treating the elders with respect,” Moon told an audience at the Council on Foreign Relations. “I believe that Kim Jong Un is sincere and he will abandon nuclear weapons in exchange of economic development.” Moon is looking to convince skeptics in the U.S. and around the world that North Korea is now serious about wanting to give up its nuclear weapons after decades of provocation and failing to deliver on promises. “Moon knows Kim has not yet met U.S. expectations and is worried about whether the U.S.-North Korea process can get started and stay on track,” said Scott Snyder, a senior fellow for Korea Studies at the Council on Foreign Relations. Dramatic Shifts Besides preventing a war on the Korean Peninsula, Moon has a lot at stake politically: His approval rating rebounded after last week’s summit, helping offset a recent drop due to a struggling economy. Compared to last year, the general attitude toward North Korea at the UN General Assembly has shifted dramatically. In 2017, North Korea had just completed its sixth nuclear test, and the Security Council imposed new sanctions against the North’s provocation. Trump called Kim a “rocket man on a suicide mission.” This year, Trump thanked Kim for “his courage and the steps he has taken” in a much more subdued speech. While North Korea’s foreign minister is set to address the UN on Saturday, Moon was already busy making the case for the country. ‘Please Trust’ “Kim Jong Un said that he is well aware that a lot of people in the world still cannot trust North Korea or think North Korea is deceiving or trying to buy time, even after it took several steps to denuclearize,” Moon said. “But what can North Korea gain from deceiving or buying time?” Moon said quoting Kim.
Stephen Noerper, senior director for policy at Korea Society, said Moon’s agenda likely involves another significant player on the world stage. “I don’t think of Moon as Kim’s spokesperson, but rather a leader who realizes he needs both Kim and Trump amenable to agreement,” said Noerper. Moon’s approach “risks accusations of compromise, but in reality is geared toward effectively managing two outsized egos.” In Pyongyang last week, North Korea said it would dismantle its missile-test site and a launching pad in the presence of international experts. It added that it would be willing to take further steps to end its nuclear programs such as closing its nuclear test site, if the U.S. takes unspecified corresponding measures and honors the agreement signed in June at the first-ever summit between leaders of North Korea and the U.S. Critics panned the latest agreement between the Koreas, saying it lacked any specifics and raised a host of questions. While Moon said it’s “natural” to be suspicious of Kim’s motivation given the North’s past failures to live up to its denuclearization agreements, he added that this time it was “completely different.” “This time, please trust North Korea’s sincerity, Kim said,” Moon said, adding that the North Korean leader agreed to live broadcasting at the summits. “By live broadcasting all the process of the summit, I tried to have people around the world see Chairman Kim Jong Un and what kind of person he is with their eyes.”

In a meeting to discuss the summit last week in Hanoi between Donald Trump and Kim Jong Un, Moon on Monday lauded North Korea’s offer to dismantle the Yongbyon nuclear complex. He also called for pushing ahead with inter-Korean projects currently hindered by sanctions and said the two sides discussed the “partial” lifting of sanctions — backing North Korea’s version of events. “It would represent an irreversible stage in North Korea’s denuclearization if the Yongbyon nuclear complex including its plutonium reprocessing facilities and uramium enrichment facilities are completely dismantled,” Moon told senior aides Monday at a National Security Council meeting discussing the summit. Trump and Secretary of State Michael Pompeo said they couldn’t accept the proposal from North Korea to shut down the Yongbyon complex in return for complete sanctions relief because the regime still had hidden production facilities and missiles elsewhere that could threaten the U.S. “That facility, while very big, it wasn’t enough to do what we were doing,” Trump said last week in Hanoi, referring to Yongbyon. ‘Very Big’ Moon has endeavored to serve as a bridge between Trump and Kim, and has staked political capital on bringing peace to the divided peninsula. Yongbyon, long at the heart of the reclusive state’s nuclear program, has seen its importance drop in recent years as North Korea turned to other secret facilities to produce fissile material for bombs and missiles that could carry a warhead to the U.S. mainland. But after the Hanoi talks broke down, he also said he had pressed Kim on other nuclear sites uncovered by American intelligence.
Trump also said in his closing press conference that Kim had insisted that sanctions be completely lifted. North Korea’s Foreign Minister Ri Yong Ho later disputed Trump’s claim, saying Pyongyang only asked that United Nations sanctions imposed during 2016 and 2017 be lifted. A U.S. official later countered that those represent the most serious sanctions on the regime. “We hope the two countries would continue dialogue and the two leaders would meet again soon to reach an agreement that has been delayed this time,” Moon said at the meeting on Monday.
